Acceptable reasons for absence
According to the Universities Act/Polytechnics Act (325/2015 § 29), a first-year student may enroll as absent for the academic year for the following reasons only:
1) Service under the Conscription Act (1438/2007), Non-Military Service Act (1446/2007), or Act on Women's Voluntary Military Service (194/1995);
2) parental leave to take care of their child (birth or adoption) (52/2022);
3) Student is prevented from beginning the studies due to personal illness or injury.
If one of the three mentioned reasons apply during the academic year, the student can enroll as absent for the whole academic year.
You must prove the legal grounds for your absence. Please note that student’s own notification is not sufficient. Documents proving the legal grounds for absence should be sent by email or by post, or to be presented to the Admissions Services. Documents must be received by the date of the acceptance of the study place at the latest. Documents sent by post must also arrive by this deadline. Oulu University of Applied Sciences does not archive the documents but all documents will be destroyed after the reasons for absence are checked. This is why it is important that you deliver official copies of the documents instead of the originals.
If you enroll, as absent in your first academic year and do not deliver enough proof of your absence, your enrolment will be changed as present. In this case, in order to keep your study right, you must deliver the original schooling documents to the Student Services in question by given deadline. The photocopies or scanned documents are not considered enough. If the original documents are not delivered, your study place will be cancelled.
Please note that only above-mentioned reasons are accepted for absence.
The copies of the work certificates
All applicants must give proof of the field specific work experience gained after finishing their Bachelor’s or Master’s degree. The proof can be given by delivering copies of the work certificates and copies of English translations of them if necessary. Copies should be uploaded to the online application in Studyinfo you have filled in earlier. If you have not uploaded the copies to your application, please upload them now. Section is open in Studyinfo. If you have any questions regarding the work certificates, please contact Oamk Admission Services, This email address is being protected from spambots. You need JavaScript enabled to view it..
If you need to send the copies of your work certificates via email, please follow these instructions:
- Register your email at https://securemail.oulu.fi/
- You will receive an email titled: ”Turvaposti Oulun Yliopisto”. The email includes a personal link to register to the service.
- In the "To" -field, please write This email address is being protected from spambots. You need JavaScript enabled to view it. and to the "Subject" -field, please write: The copies of Work Certificates.
- Attach your copies of Work Certificate(s) to your email.
- Send your confidential email in this service.
If the two-year work experience requirement has not yet been met during the application period, you must attach copies of your work certificates by 31 December 2023.
Military or non-military national service, women's voluntary military service or child-care leave will not be counted towards work experience.
Please note that the requirement of the work experience is stated in the Finnish law for Finnish Universities of Applied Sciences, which is why checking the work certificates is a mandatory part of the student selection process. When the need arises, the original documents might be requested. If you do not deliver the copies of required documents, your study place will be forfeited.

Other Useful Information
Registration for courses
During orientation days you will get familiar with the content of studies and course registration. It is recommended to take a closer look at the degree programme’s curriculum, competences and knowledge assessment in advance in the Study Guide
Studying in competence-based Master’s programme
Master’s degree programme is outlined and defined by European Qualifications Framework. Master studies require students’ self-direction, responsibility, commitment and curiosity to face challenges. Master studies consist of advanced professional studies, free-choice studies and the Master’s Thesis. Studies are mostly implemented online including both individual and group work. Content of studies, curricula and knowledge assessment can be found in the Study Guide.
In our competence-based master’s degree programme you develop your competences towards the competence goals described in the curriculum and the competence you already have will be acknowledged as part of your studies. By assessing your own current competence, you build your personal study plan (PSP). In your PSP you document and describe your competence, your development areas and plan how to develop and demonstrate your competence. Your tutor will help and support you in this work.
You have freedom and responsibility to plan your own studies, but you also have the opportunity to study according to the course catalogue planned for your study group. You will become a part of a study group which will offer you support through your study path.
In competence-based learning you can…
• plan how you would like to develop and demonstrate your competence.
• demonstrate your competence on your own or in a group.
• work together and build your network with a variety of students across different degree programs.
• you can study where and when ever.
In competence-based learning you need to…
• take responsibility of your learning and development of competence.
• plan your studies.
• share your competence with your fellow students.
• be willing to try out new student-centered approach to competence development and demonstration.
Student health care
All students who study for a Bachelor’s or a Master’s level degree at a university of applied sciences and enroll as attending must pay the healthcare fee to the Social Insurance Institution of Finland (Kela).
The healthcare fee entitles you to use the services of the Finnish Student Health Service (FSHS). No bill will be sent on the healthcare fee, and thus you have to pay the fee on your own initiative. For the autumn term, the due date is November 15th and for the spring term, the due date is March 15th.
If you live outside Finland, you still have to pay the healthcare fee. FSHS offers also services online.
If you have social security coverage in another EU/EEA country or in Switzerland or the United Kingdom, you do not have to pay the healthcare fee.
You can find the instructions and account number for payment in Kela’s web site: How to pay the healthcare fee in higher education.
